Our job is to research, debate and campaign with the facts available. But in 2015 our work also saw us expose the real impact of transport on our climate, environment and health. Check out T&E's annual report to watch our story.

The European Commission released on 20 July a proposal for regulating emissions of the non-ETS sectors: the Effort Sharing Regulation (ESR). It was followed by a “feedback period” on which stakeholders could provide comments and suggestions to the proposal. This is T&E’s feedback to the ESR.

Electro-mobility offers an unequalled solution to make Europe’s transport more efficient and less polluting. But the market for electric vehicles (EVs - both battery and plug-in hybrids) has had several false dawns. Finally in 2015,  sales of electric cars reached the important milestone of a 1% market share. Overall electric car sales doubled in 2015 to 145,000. The most recent data in 2016 suggests further growth in 2016. Sales year to date suggest significantly more than 200,000 plug-in vehicles will be sold in Europe this year taking the total number of EVs on the road to more than 500,000.

    truck vecto co2

In the light of discussion on a new test procedure for truck CO2 emissions (VECTO), this study commissioned by T&E compares the test procedures in the US and EU to measure the aerodynamic resistance of trucks and what tolerances can be used. The research concludes that the 10% tolerance currently discussed for VECTO should clearly be adjusted downwards and therefore suggests a maximum tolerance of 5%.

The average car sits unused for more than 90% of the time, carries on average just one and a half people and costs, on average, €6,500 a year to own and run. Each car occupies 150m2 of urban land and still this is not the full bill  – congestion costs the EU economy €100 billion annually. The convenience that made the car a 20th century icon has been eroded by its popularity.

Road transport is one of the few EU sectors where CO2 emissions continue to grow. To address the problem, the Commission plans to publish its proposals on car and van CO2 standards in November, followed by fuel efficiency standards for trucks in early 2018. Using its new EUTRM model, Transport & Environment has analysed the emission reductions of different ambition levels and their contribution to help achieve the 2030 non-ETS targets required from road transport. The key results are:

The forthcoming Commission proposal on CO2 standards for light duty vehicles needs to create a single European market for electro-mobility by setting a sales target for zero emission vehicles. With a Chinese EV quota coming in 2019, and the Californian scheme accelerating ZEV sales until 2025, policy makers now need to ensure Europe accelerates its transition to this key new technology to ensure its industry remains globally competitive and ZEVs are manufactured in the EU and not imported from China. Key elements of the ZEV Mandate should be:An ambition level for 2025 of 15-20% to ensure that the transport sectors’ climate targets are met. This is meeting car makers’ own announced average EV share for Europe in 2025 (20%).

At the meeting of the ITRE Committee on 28th November, MEPs will be voting on the recast of the Renewable Energy Directive (RED, 2016/0382/COD). In the letter here below, the main environmental NGOs in Brussels express their concern about the adoption of a new target for crop based biofuels, in the form of a new target for renewable energy in transport.

Policies to promote food based biofuels do lead to increases in food prices, an extensive independent literature review has concluded. The analysis considered over one hundred economic modelling studies of the potential impact on prices of increased biofuel demand and over two dozen assessments of the role biofuels demand played in the 2006-08 food price crisis.
